Appendix 2. Brandt's recommendation and translation

Yedo, den 17. Februar 1874.

Im Anschluβ an meinen ganz gehorsamsten Bericht vom 3. September des v.J. No. 162 in Betreff der Wahrnehmung der Geschäfte des Kaiserlichen Consulats in Hakodade beehre Eurer Excellenz ich mich gehorsamst zu melden, daβ ich mich in Folge des Todesfalles eines Deutschen Staatsangehörigen daselbst und einiger gegen die Japanischen Behörden vorliegenden Reklamationen genöthigt gesehen habe, dem Kaufmann Ludwig Haber, welcher sich in Hakodate etabliert hat, die vorläufige Vertretung der diesseitigen Interessen zu übertragen.
Indem Euere Excellenz ich ganz gehorsamst bitte, hochgeneigtest die von mir getroffene vorläufige Maβregel hochgeneigtest genehmigen zu wollen, darf ich wohl, zugleich dem Wunsche des g. Haber und der Lage der Verhältnisse entsprechend, ihn zum Consul des Deutschen Reiches in Hakodade in Vorschlag bringen und Euere Excellenz ganz gehorsamst bitten, die Ernennung desselben hochgeneigtest Allerhöchsten Orts befürworten zu wollen.
Der Kaufmann Ludwig Haber ist aus Brieg gebürtig, selbstständig hier und in London etabliert und der Bruder des in La Libertad in Central Amerika angestellten Vice-Consuls Haber. Soviel mir der g. Haber bekannt ist, ist der selbe ein zuverlässiger und gewissenhafter Mann, dem die Vertretung der diesseitigen Interessen in Hakodate ohne Besorgniβ anvertraut werden könnte.

TRANSLATION Yedo, 17th February 1874.

With reference to my obedient report of 3rd September (No. 162), regarding the affairs of the Imperial Consulate in Hakodade (sic), I have the honour respectfully to inform Your Excellency that following the investigation of the death of a German national in that place and certain claims being made against the Japanese authorities, I have found myself obliged to hand over responsibility temporarily for our interests in that city to the merchant Ludwig Haber.

Requesting Your Excellency most respectfully to have the goodness to approve this provisional measure taken by myself, I take the liberty, in accordance with the wishes of the said Haber and with the state of affairs obtaining in Hakodade, of requesting Your Excellency to support the appointment of the same before the highest authority.

The merchant Ludwig Haber, born in Brieg, is established independently here and in London and is brother to Vice-Consul Haber of La Libertad in Central America. As far as I am aware said Haber is a reliable and conscientious person, to whom the representation of our interests in Hakodade may be entrusted without disquiet.
